Grant Program Management
Our team helps railroad owners identify, develop, and advance infrastructure projects that are positioned for successful grant funding. Through a multidisciplinary approach that combines engineering, planning, cost estimating, stakeholder engagement, and grant strategy, we transform infrastructure needs into compelling investment opportunities. From project identification through application development, we provide the technical and strategic support needed to build competitive state and CRISI funding requests. Our experience helps clients clearly demonstrate project readiness, benefits, costs, and long-term value—creating stronger applications and a clear path toward implementation. ARE provides comprehensive management services that guide infrastructure projects from funding through delivery, ensuring regulatory compliance, effective project oversight, and successful implementation.
Project Delivery Management
We understand the impact that engineering decisions have on project costs, timelines, and construction staging. Project layout and construction approach can have significant impacts on not only constructability but also permitting and long-term maintenance. Client requirements, internal budgets, construction costs, and the implications of any previously unforeseen issues are monitored and acted upon. It is our goal to meet or exceed the stated goals for each project.
NEPA Compliance
ARE develops and executes environmental permitting strategies and coordinates with federal, state, and local agencies to secure necessary environmental permit approvals for specific projects. ARE manages NEPA documentation to ensure alignment with federal and state grant requirements and collaborates closely with engineering, legal, and project management teams to integrate environmental considerations into project planning. ARE also monitors environmental compliance throughout the project lifecycle and supports audits or reviews.
Engineering
Engineering is often the foundation of a successful grant application. Our engineers develop the technical information needed to define project scope, establish project feasibility, quantify infrastructure needs, and generate defensible capital cost estimates. Services include preliminary engineering, value engineering, bridge and culvert assessments, load ratings, concept development, repair and replacement alternatives, construction staging evaluations, and preparation of technical exhibits supporting grant applications.
This collaborative approach helps ensure that proposed projects are technically sound, constructible, and positioned for successful implementation when funding is awarded.
Project Management
ARE supports its clients by managing the engineering and environmental aspects of grant funding. Our expertise is designing infrastructure that optimizes construction and on-going maintenance costs.
